In 2021, the Authority will not yet have a functioning water treatment plant to generate revenue. The Authority does anticipate expenses for contract legal counsel and for the preparation of an audit. These costs will be covered by cash contributions from the Members and from a subscription fee to be paid to the Authority by LTWD. Firestone will not pay a subscription fee to the Authority but will provide in-kind contributions of design, permitting, and construction cost of the water treatment plant. Firestone will also provide in-kind services for general accounting to the Authority.
